transporte mar\u00edtimo, que autorizaba al gobierno a fomentar, mediante contratos, la formaci\u00f3n, organizaci\u00f3n y desarrollo de una compa\u00f1\u00eda nacional de Marina Mercante, as\u00ed como la creaci\u00f3n de un departamento de marina dirigido por oficiales navales colombianos. Aprovechando la privilegiada ubicaci\u00f3n geogr\u00e1fica de Colombia, en el a\u00f1o 1944, surgi\u00f3 la primera empresa naviera organizada: la Compa\u00f1\u00eda Nacional de Navegaci\u00f3n (NAVENAL), y que fue concebida como naviera de transporte fluvial y equipada con motonaves de porte considerable.<\/p><p style=\"text-align: justify;\">El 8 de junio de 1946, en la Quinta de Bolivar de Bogot\u00e1, naci\u00f3 la Flota Mercante Grancolombiana, en una alianza que reuni\u00f3 al presidente de Colombia, Alberto Lleras Camargo; el presidente de Venezuela, Romulo Betancourt, y el presidente de Ecuador, Jos\u00e9 Mar\u00eda Velazco Ibarra. La Flota Mercante Grancolombiana, tuvo un origen patri\u00f3tico, los tres pa\u00edses sintieron la necesidad de integrarse para vencer las dificultades frente a la escasez de buques despu\u00e9s de la segunda guerra mundial y as\u00ed asegurar la exportaci\u00f3n de productos especialmente el caf\u00e9, est\u00e1 alianza fue impulsada por la Federaci\u00f3n Nacional de Cafeteros.<\/p><p style=\"text-align: justify;\">En su auge, La Flota Mercante Grancolombiana cont\u00f3 con m\u00e1s de 50 buques propios, 80 alquilados y oper\u00f3 en 216 puertos alrededor del mundo. Pose\u00eda dos muelles exclusivos en New York Estados Unidos. Sus motonaves, bautizadas con los nombres de las ciudades colombianas como s\u00edmbolo del orgullo patrio, adopt\u00f3 el eslogan \u201cLa Patria en los Mares\u201d, como una declaraci\u00f3n de soberan\u00eda de los tres pa\u00edses en el comercio internacional. Transportando productos y el caf\u00e9 colombiano a Europa, America y Asia. Por gesti\u00f3n del Gobierno de Colombia y con la colaboraci\u00f3n del agregado Naval Wolfgang Enrique Larrazabal Ugueto, mediante una beca del gobierno venezolano tres j\u00f3venes colombianos fueron enviados a la Escuela Nautica de Venezuela, para su capacitaci\u00f3n como cadetes mercantes, Sigifredo Ram\u00edrez Carmona, Gustavo Jim\u00e9nez Silva y Jaime Rueda Williamsom. En 1952 fueron embarcados como pilotines mercantes, en la motonave \u201cCiudad de Barquisimeto\u201d de bandera venezolana propiedad de la Flota Mercante Grancolombiana, se graduaron en 1953 y posteriormente fueron reconocidos como el curso M-0<\/p><p style=\"text-align: justify;\">Durante el Gobierno de Laureano G\u00f3mez mediante el decreto extraordinario No 144 de agosto de 1951, instaur\u00f3 los cursos de oficiales de la Marina Mercante, a cargo de la Escuela Naval Almirante Padilla en Cartagena.<\/p><p style=\"text-align: justify;\">El curso M-1, estuvo compuesto por los cadetes: Filberto Bolivar Medina, Andr\u00e9s Carrillo Bohorquez, Juan Cediel Bosco Navarro, Edmundo de la Calle Erazo, Mario Due\u00f1as Molano, Jorge Guarin G\u00f3mez, Gilberto Navas Serrano, Jaime Parra Solano, Ernesto Rozo Rueda, Fernando Falconi Vela, quienes ingresaron El 13 de agosto de 1951 y se graduaron el 10 de junio de 1954.<\/p><p style=\"text-align: justify;\">Para iniciar los cursos de Marina Mercante, la Escuela Naval trajo a una misi\u00f3n chilena compuesta por oficiales de alta graduaci\u00f3n como fue el caso del Capitan de Corbeta Juan Bascop\u00e9 Guzm\u00e1n. Para las materias especializadas de la Marina Mercante, se confiaron a marinos legendarios que huyeron de la Segunda Guerra Mundial en peque\u00f1as embarcaciones con sus familias, mayoritariamente de origen europeo, fue el caso del capit\u00e1n Gabriel Kleindl, que prest\u00f3 sus servicios a bordo de las motonaves de la Flota Mercante Grancolombiana y asesor\u00f3 a la Escuela Naval en la formaci\u00f3n de Marinos Mercantes Colombianos hasta 1957. Ese a\u00f1o, regresaron a sus pa\u00edses, dejando a cargo a dos Oficiales Mercantes egresados del primer contingente Mercante de la Escuela Naval.<\/p><p style=\"text-align: justify;\">La creaci\u00f3n oficial de la Marina Mercante se consolid\u00f3 el 20 de diciembre de 1952 con la expedici\u00f3n del decreto 3183, adscrita a la Armada Nacional, para regular la seguridad, el registro de las naves y los certificados profesionales. Mediante el decreto de ley 2349 de 1952, la instituci\u00f3n se transform\u00f3 en la Direcci\u00f3n General Mar\u00edtima y Portuaria hoy conocida como (DIMAR) que asumi\u00f3 la regulaci\u00f3n total de la Marina Mercante y la investigaci\u00f3n Cient\u00edfica Mar\u00edtima.<\/p><p style=\"text-align: justify;\">En el a\u00f1o 2016, la Fundaci\u00f3n Entremares formaliz\u00f3 el 08 de junio como el d\u00eda de la Marina Mercante Colombiana, coincidiendo con la Fundaci\u00f3n de la flota Mercante Grancolombiana y el d\u00eda mundial de los Oc\u00e9anos, fecha establecida por la ONU, para
